Integrated waste management in the city of Bengbu

Background and objective

The NAMA Support Project Integrated Waste Management (IWM) aims to reduce GHG emissions of China’s waste sector and induce a transformational change in the way waste is handled through increasing the attractiveness of IWM and waste-to-energy solutions as financially sustainable low-carbon investment options. Benbgu actively develops its waste management system to have a waste-to-energy (WtE) facility as part of the NAMA support project.  In the scope of the project, the city also aims to recover biogas from organic waste at an anaerobic digestion plant (in construction) and to close material cycles through a system of recycling stations.

The project boundary of Bengbu City is the urban area including Laoshan, Yuhui, Huai Shang and Longzihu Districts, covering an area of 614 square kilometres. The Bengbu Housing, Urban and Rural Development Bureau is responsible for the city’s appearance and its environmental sanitation.

How would IWM NAMA project support the city to improve integrated waste management

  • Technical support regarding the landfill extension, partial landfill closure, monitoring and quantification of landfill gas leakages
  • Recommendations on enhancing energy efficiency of the incineration plant, heat utilization and energetic utilization of the liquid leachate from the refuse pit
  • Technical know-how during the final stages of construction and launch of a dry fermentation plant for restaurant/kitchen waste treatment
  • Guidance on enhancing supervision of the environmental performance and management of the incineration plant and the restaurant waste treatment plant
  • Capacity-building on “best practices of IWM’, introduction of EPR, waste prevention/3Rs etc.
  • Detailed consulting targeting improvement and optimization of waste transportation
  • Recommendations on further integration of waste treatment facilities with the eco-environmental industry park
  • Policy recommendations on development of a waste charging scheme based on “polluter-pays-principle”
  • policy recommendations to improve the system of source waste segregation
  • Technical know-how & advice on IT solutions to improve data collection and management on MSW and GHG emissions from the waste sector
  • Awareness-raising to promote waste segregation at source
