Integrated Waste Management in The city of Taian

Background and objective

The NAMA Support Project China Integrated Waste Management (IWM NAMA) aims to reduce GHG emissions of China’s waste sector and induce a transformational change in the way waste is handled through increasing the attractiveness of IWM and waste-to-energy solutions as financially sustainable low-carbon investment options. Taian has recently upgraded its waste incineration plant and will soon implement a number of improvements to its biogas plant for restaurant and kitchen waste in the framework of the NAMA project.

The project boundary of Taian City includes Taishan and Daiyue Districts, covering an area of 130 square kilometres. The Taian Environmental Sanitation Office under the Municipal Management Bureau is the authority responsible for waste management in the city.

How would IWM NAMA project support the city to improve integrated waste management

  • Technical support regarding the monitoring and quantification of landfill gas leakages
  • Operation optimization and recommendations on enhancing energy efficiency of the incineration plant
  • Technical know-how in shifting the technology from the current fluidized bed to a moving grate incineration
  • Recommendations and guidelines to enhance supervision of the environmental performance, operation and management of incineration plant and restaurant waste treatment plant
  • Operation optimization and technological improvement for the restaurant and kitchen waste treatment plant
  • Guidance on enhancing supervision of the environmental performance and management of the incineration plant
  • Capacity-building on “best practices of IWM”, data collection and management, introduction of EPR, waste prevention/3Rs etc.
  • Policy recommendations on development of a waste charging scheme based on “polluter principle”
  • Technical know-how & advice on IT solutions to improve data collection and management on MSW and GHG emissions from the waste sector
  • Awareness-raising to promote waste prevention/reduction with the focus on hotels and tourists
