NDC Transport Initiative for Asia (NDC-TIA)

The regional NDC-TIA (Nationally Determined Contributions Transport Initiative for Asia) project aims at a holistic approach to decarbonize the transport sector in China, India, Vietnam, and further Asian countries. This includes, for example, the development of a coherent strategy for efficient policy approaches which is coordinated between various sector ministries, civil society and the private sector.

The transport sector accounts for about 23% of the global energy-related CO₂ emissions and the Chinese transport sector alone accounts for about 1Gt of CO2 emissions. Rapid economic growth combined with an ongoing urbanisation and increasing motorisation lead to a further increase in traffic amount in the three partner countries China, India and Vietnam. Therefore, the transition to a decarbonisation path for the transport sector in Asia is essential to achieve the goals of the Paris Climate Agreement for 2050.

Objective

The NDC-TIA project aims at supporting policy-makers in the partner countries in their ambitions to decarbonize transport as early as possible. In China, the NDC-TIA project supports the Ministry of Ecology and Environment (MEE) and other partners on national and province level on the development of long-term climate strategies in the transport sector and the effective co-control of greenhouse gas emissions and air pollutants. 

Approach

This project is part of the International Climate Initiative (IKI). The Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) supports this initiative on the basis of a decision adopted by the German Bundestag.

In each of the partner countries, the NDC-TIA project supports the design and information of stakeholder processes and the development of selected climate protection measures. In this way, the partners are supported in making their sectoral contributions to the achievement of the Nationally Determined Contributions (NDCs) of the Paris Agreement and in raising their ambitions for long-term strategies and the 2025 NDCs.

As a regional project, the NDC-TIA project disseminates appropriate knowledge in Asia via existing platforms. By linking with regional partners and other Asian countries, it contributes to promoting a comprehensive approach to decarbonising transport. At the global level, the programme  contributes its experience to the UNFCCC process.

To achieve this objective, the project facilitates policy dialogue and advice, sector-specific knowledge sharing and research, and expands specialist expertise. The NDC-TIA project implementation in China focuses on:

  1. the facilitation of Sino-German and international transport climate-policy dialogues;
  2. the facilitation of multi-stakeholder dialogues and knowledge exchange;
  3. the development of long-term strategies for the decarbonisation of the transport sector on national and province level;
  4. the technical support on methodologies to quantify transport-related carbon emissions;
  5. the technical support on strategies for co-control of greenhouse gas emissions and air pollutants from transport;
  6. the technical support to decarbonise road transport.
