Integrated Waste Management in The city of Lanzhou

Background and objective

The NAMA Support Project China Integrated Waste Management (IWM NAMA) aims to reduce GHG emissions of China’s waste sector and induce a transformational change in the way waste is handled through increasing the attractiveness of IWM and waste-to-energy solutions as financially sustainable low-carbon investment options. Having a rather diversified system of waste treatment, the city of Lanzhou wanted to optimize it to ensure stable performance as well as to make use of data generated by various monitoring systems applied by the city to control its MSW management. As a pilot project under IWM NAMA, the application of composting as a novel approach to waste recovery and a successful roll-out of mandatory waste segregation are two focus points of Lanzhou in the coming years.

The project boundary of Lanzhou City includes Chengguan, Qilihe, Anning and Xigu Districts, covering an area of 1,088 square kilometers. The Lanzhou Municipal Management Committee has two divisions which are responsible for the environmental sanitation and MSW management.

  • Technical support regarding the landfill closure, monitoring and quantification of landfill gas leakages and improvement of landfill gas collection and utilization
  • Operation optimization for the incineration plant and technology adaptation to the changing waste composition (i.e. due to improved waste segregation at source)
  • Recommendations and guidelines to enhance supervision of the environmental performance, operation and management of incineration plant and restaurant waste treatment plant
